what would cause filter to blow out and leak all transmission fluid out and where is relief valve located is it adjustable

The filter can blow out for many reasons. Was it a Kubota filter? If the paper element comes loose and covers the exit port the can will repture. The relief valve is burried internaly. Its not somthing thats owner servicable. The odds of that being related to your filter problem are slim.
