When it's in a gear range, it will creep back. The tractor only has about 350 hours and is stored inside and has never had impact damage. The hydro lever seems to move as freely as it always has. It's worse at operating RPM. At idle, it will stop creeping after a while. This did not just start, it slowly became a problem and is slowly getting worse. Thanks

I found what the problem was. There is a cylinder like thing under the panel by my right knee as i'm driving that creates the detent feeling when at neutral. The lock nut on the adjustment rod had come loose and was slowly adjusting itself.

The neutral needs to be adjusted or the neutral cylinder needs to be replaced. Jack up the rear wheels, find the adjusting screws on the foot linkage, change the adjustments with the tractor running at slow speed till you find the neutral position on the linkage. If this does not work, you may need to replace the neutral cylinder.
