the tractor will not move when you put it in gear it just makes a whining noise, could there be a valve that needs adjusting, or maybe some trash clogging a valve

Could be several things. Is the hydraulic oil low ? Is the drive shaft turning ( clutch may bad) ? A relief valve may be stuck open. The hydraulic oil may need to be replaced plus the filter. The best thing you could do is a complete service to the tractor. If you do this, check all the oil to see if water is in the oil or if any metal may be in the oil.
