The cable is attached to the instrument panel with a nut. To loosen it it without removing the panel unhook the cable first from the carb and stretch it out. Then turn the whole cable housing while hold the nut underneath the panel. Once it loosen it was easy to remove. Just reverse the order. Only other way is to spend an hour disconnecting the panel from the frame and disconnect the wiring.
