10 ton hydraulic puller and acetylene/oxy heat was the final solution after trying many other ideas on a 22 year old mower.

Take the blades off first, use some wood wedges under the blades, after removing the nut, you will need to beat the bolds out with a small hand sledgehammer. Then remove the cotter key from pan, tale off nut, and hopefully it'll just fall off. If not use your wood wedges under the pan until it comes off. Having an impact wrench is the key!!
