You can in fact wrangle it around the fan over a blade at a time with the shroud in place, just go easy and pay attention. Getting it on with no special tool is a bit tricky but not bad. Start it on the AC pulley with the bigger shoulder and half on the water pump pulley(smaller shoulder it can hop onto grooves easier). Ease the water pump pulley around with a pry bar from the bolts near the fan shaft, keeping pressure on the belt where it sits off track in front of the pulley with the other hand. Mind that it doesnt try to hop off the ac pulley as it twists and torques around the bolt heads on the pump pulley and once you get through about 3/4 turn its on! No tools no hassle.
